The County Clerk serves as clerk for the County and Secretary of the Quorum Court. This office maintains a record of all minutes, ordinances and resolutions: Serves as Secretary to the Equalization Board; Serves as Probate Clerk (estate cases, adoptions, guardianship); marriage licenses.

The establishment of the Mississippi County Office of Emergency Services was authorized by Act 511 of 1973 and created by Mississippi County Quorum Court Order #CO 74-10. The name of the office was changed to the Office of Emergency Management by Mississippi County Quorum Court Order #CO 2005-18 in September 2005. The position of 'Coordinator' for the Office of Emergency Management is filled by appointment by the County Judge. The Office of Emergency Management (OEM) is responsible for emergency preparedness and disaster planning, coordinating efforts of multiple agencies including governmental, volunteer, and private; and mitigation and recovery during a disaster event. OEM also coordinates the efforts of emergency service providers including rural fire departments, search and rescue teams, RACES, ambulance and hazardous materials response.
The E911Coordinator's position was created in 1989 to oversee implementation of the E-9-1-1 Emergency Telephone System. All roads, houses and business locations outside incorporated areas of Mississippi County were renumbered prior to E-9-1-1 becoming operational. The service went "on line" in November of 1990 and is available to all residents of Mississippi County. The Public Safety Answering Point (PSAP) for the Mississippi County E911 system is located in the Blytheville Police Department. The E911 Office is responsible for planning, organizing and coordinating the operation of the E911 system; 911address grid-map preparation; issues addresses for new structures.

The main office is in Blytheville, with a branch office in Leachville, Manila and Osceola. This office helps veterans apply for retirement, medical assistance, disability, widows benefits, etc.
There are five Veteran's Memorial Monuments in Mississippi County. These monuments may be viewed at the following locations: Blytheville Court House; Osceola Court House; Herman Davis State Park in Manila; Arkansas Aeroplex (former Eaker Air Force Base); City of Etowah.

The Treasurer for County Government writes receipts for all monies that comes into the Treasurer's Office. They receive tax collections, county and road turnback funds, federal matching funds, state aid to Mississippi County schools and other revenue sources and maintains a record of all revenue; Charge checks written by schools, county general and county roads to individual accounts. The Circuit Clerk maintains records of, and is the focal point for the orderly flow of paperwork through the Circuit, Chancery, Juvenile/Paternity courts of the county. The Circuit Clerk also acts as ex-office Recorder for the County.
Any conveyance that affects the title to lands within the county is recorded in this office. Other duties of the recorder includes the recording of power of attorneys, assignments, subordination's, releases, deeds of trust and mortgages, materials and mechanics liens, tax liens, judgments. All financing statements (UCC's), performance bonds, notary public bonds and public official bonds and deputation's are filed in the office.
The primary duties of the office regarding the courts are filing, docketing, attending court, issuing of notices, summons, subpoenas and order to appear, records management and reporting to the Administrative Office of the Courts. All case filings and dispositions must be reported monthly to Administrative Office of the Courts. It is the responsibility of the Circuit Clerk to prepare a list of prospective jurors, docket cases of the respective courts, attend court and swear witnesses. The Clerk maintains the records of the Circuit, Chancery, Juvenile/Paternity Courts. In the event that a case is appealed to a higher court, Supreme Court of Arkansas or Arkansas Court of Appeals, a transcript of the court proceedings must be compiled by this office.
Under Act 989 of 1989, all court ordered child support is paid through the Registry of the Court. This office is considered the Registry of the Court and all payments are made through here. Chancery Court is held each Friday. Juvenile/Paternity each Tuesday.

The County Tax Assessor appraise and assess all personal property and all real property in the county; and maintain current appraisal and assessment records. The Assessor also stays abreast of property transactions and keeps them updated throughout the year. The Assessor prepares the tax books.

County Collector collects taxes for the Mississippi County cities, schools, and improvement districts (drainage streets, etc.) This office also sends notices and turns money over to the County Treasurer; mails statements for personal and real estate taxes; collect delinquent drainage and personal taxes and issue receipts on personal taxes, and completes certificates for beer permits and collects delinquent improvement tax.

The Sheriff's responsibilities are directed into two (2) departments: Law Enforcement and Maintaining the County Jail.
LAW ENFORCEMENT
The Sheriff is the Chief Enforcement Officer of the County. He is in charge of supervising all Deputies and Auxiliary Deputies. During a disturbance or disaster he is responsible for communication, coordination and cooperation with the National Guard, Arkansas State Police and other State, Federal, Cities and Counties. He is responsible for serving warrants, attending court, transporting prisoners and conducting criminal investigations. The Sheriff is responsible for the collecting of and disbursing bonds, circuit court fines and costs, and all county beer and liquor licenses.
COUNTY JAIL
The Sheriff is in direct control of the maintenance and operation of the County Jail, which has approximately 92 daily occupants. This facility houses maximum, minimum and juvenile inmates.
The Following services are provided as a public service: Help motorists, check on shut-in and elderly when called upon, transport citizens with special needs, escorts, work traffic and maintain order for community activities. Implement work shops for drug and alcohol awareness and organizes, conducts and assists other agencies in drug eradication. But the most important duty of the Sheriff's Department is to PROTECT AND SERVE the citizens of Mississippi County.

The Juvenile Judge has authority over this section. Personnel is composed of one (1) Intake Officer, one (1) secretary and four (4) probation officers. The Juvenile Intake Staff takes youth referrals from schools, parents, and law enforcement agencies and counsels and monitors juveniles on probation.
